To be honest, I didn't find that too annoying at first but she got kinda annoying. I don't hate Navi though, especially since there are more annoying tutorial/help characters in video games, ESPECIALLY IN THE SONIC FRANCHISE!!!
Anyway, nice job, the way you drew Navi makes her look cute.

Fun fact - when I originally drew her she did have a mouth. After I added the effects it looked really odd so I removed it.
