Well, I like to use this brush: Paint Tool SAI: Blood Brush Settings *UPDATED!*
I had to change some settings around personally, but if you have Sai I recommend making this brush 
Aside from that I just keep layering and layering and layering. (Using the edited blood brush.) Then I use the normal brush and put a few shiny spots (Can be seen on the two right pics) and blend it.
I don't do much so I don't plan on making a tutorial x3
When I have a working tablet though, I don't mind doing a stream and showing you personally.
