I saw this the other day and instantly in love with it. I'm a new comer to comic making and I was wondering how you know where to use halftones like that, and if you had any tips for someone just starting out?

If you google halftone patterns you can find a few free to use ones. You can also make your own layer of black dots and then mess with the layer type to make it work
