Description
After seeing the new legendary Pokemon from Diamond and Pearl (Diarukysomething and Parukiasomething XD) I wanted to create a time and space Lugia for my Lugia crew
It's able to cut through time and space with its "laser" type wing fingers by increasing the intensity of them. It also means that its wing fingers can cut through anything. Basically this Lugia can venture back into the past and into the future by 'cutting' through dimensions O_o Its also able to cut through dimensions to visit other places (any one read the Subtle Knife by Phillip Pullman? {I think he wrote it} Its kinda like that). On his neck is also a clock type glowy thing which signifies that it can control time. Also on its tail is kind of a Solar System type thing circling around the tip. And that little Hour Glass is for decoration until I figure out something it can do XD.

Background is total randomness with dots (DOTS! XDDD MMF I used dots! lol) then different filters 8D
