The claw is deceptive. It would appear to be better than the suction-cup arm, but it's actually worse. The claw is two prongs of metal that can only barely grab thing. The manipulator arm can interface with all forms of technology and can perform any function a human hand can, including carrying objects and grabbing things. Only the 8-digit claws of the Vault Daleks are a match for the standard manipulator arm.
