I know you're his friend and it's sweet you are worried. Don't worry I'm not going to bite. But, here is the thing about his comment and why everyone is upset.
His comment was not: useful, helpful or insightful in ANY way. Saying someone's art is "Fail" doesn't help the artist improve at all. In fact it sounds rude and more like he hates Rayo's style more than anything else.
If he had said, "I think the use of glitter and shading is rather inappropriate and should be used less in this image since it is a stallion." Or something like "If you want the glitter try making the shading more dramatic and less "rubber like" so it will fit the composition in a better way." Would be a better response than the comment he posted.
Leaving some helpful tip in a polite way that still expresses your opinion is much more appreciated than a comment like he posted.
