Of course, after the revelation that prey were responsible for predators going savage, there was bound to be conflict sooner or later.
These are the Nation of Predators (Zootropolis Separatist Group ) (Predator Supremacy )
And these are four of the members:

  His status is "Faux-Affably Evil". He's basically a male, predator version of Bellwether. He may act charming and kind, even inspiring to his followers. But if you show even the slightest sympathy for prey, all that goes out the window. Inside, Fahari is manipulative and embittered. He considers Judy and Nick the main enemies of the Nation of Predators, believing they are faking their partnership for publicity and tokenism. And the scary part, he probably wouldn't hesitate to stoop to Bellwether's murderous ways to gain the power he so craves. He even goes so far as to spray vandalism on Gazelle's posters, seeing she's a prey.
  Fahari has been given lowly jobs nearly his entire adult life.
Granted he lacks the guts to actually eat a prey, he loves to revel in his carnivorous appetite when he can. It's his way of spiting prey by nauseating them. He loves to eat chicken nuggets, turkey kabob, alligator meat, alligator heart, shark fin soup, and cooked trout. Entailing his love of fish, it's no surprise he loves fishing with his bare paws, keeps his reflexes in pique condition. He loves to work out, chanting his Anti-prey mantra while he does it.

Samuel Chills
Polar Bear
Age Mid 40s
Rank: Wingman, sniper
  His status is "Anti-hero". (His steely eyes are inspired by action heroes, and he would be voiced by Liam Neeson). Samuel has his reasons for joining the likes of Fahari and his Nation of Predators. Even before the Night-Howler scare, Samuel never had any luck getting along with prey mammals. It's like he is a magnet for jerks who so happen to be prey. His latest is his caribou landlord who has been bleeding Samuel dry for his rent, over in Greenhouse Projects in Tundra Town. To be fair, his landlord bleeds ALL his tenants dry in Greenhouse Projects, but nobody hates him like Samuel does. And it doesn't help that Samuel never went to college, making it easier for the crooked landlord to take advantage of the polar bear's ignorance in finances.
  Then, it got to the point where the landlord actively badgered Samuel to pull his older daughter Ellen out of college; so he could pay rent with the money he put aside to pay for her tuition. That's when Samuel snapped... He didn't kill the landlord, but he did shoot one of his antlers clean off with a single fire of his rifle from across the NEXT ROOM. He could've shot the landlord right between the eyes if he wanted to, but he didn't want to waste his bullets on a 'coward' and 'scum prey'. So without another word, Samuel took his younger daughter Hannah with him, packed what they could carry, walked out of Greenhouse Projects and joined Fahari's cause.
  Sam defines an anti-hero, someone who does good in the wrong fashion. He is everything a Disney villain amounts to. He uses guns, he's a mammal of few words, he can be choleric and cold in turns. He's intimidating, cut-throat, no-nonsense, and his ignorance is his Achilles heel. He's the stereotypical big goon crossed with a gun-slinging action hero.
  And yet, he's doing all this for his family, both of them. Deep down, he has a soft spot for his daughters, caring for young Hannah, and supporting Ellen's college tuition. Next to that, he does care for his fellow predators like no one ever has. Even Fahari applauds Samuel as a leading example in "Predator Patriotism".
He's not dim in the same way as your cliché goon, but he's easily confused by big fancy words, and will voice his frustration at their usage. When fellow predators use it, he takes it as a harmless mistake on their part, if gruffly. When prey use it, it sets his teeth on edge, as he views it as patronization.
He follows Fahari with blind obedience, only his type of blindness if fueled by hatred towards prey, not lack of common sense.
It happens rarely, but the only indication that Samuel is at ease or feeling friendly is when he lets out a yawn. He's developed the discipline to NEVER yawn in front of anyone he deems an enemy or stranger.
  He favors sea food, but is also trying to watch his weight. If it weren't for his diet, Samuel would help himself to a heaping plate of fish fillet in crispy batter. His favorite home-made dish is fish haggis (a potpourri of 5 different fish meat wrapped in a sac of kelp). He's mastered handguns, shotguns and rifles in the span of his adult years. Even beyond his prime, he still has a steady paw and strategic aim. Even Doug the Ram is put to shame by Samuel's ruthless use of firearms. The reason he doesn't use it to kill blatantly is (A) Fahari hasn't given him orders and (B) he's trying to be a good example for Hannah. However, he won't hold back crippling his enemies with a non-lethal bullet wound otherwise. He finds his adversaries more deserving to live with agony than to die quick and painlessly.
His other favorite past-time is to lie belly-down on the couch for a nap, so he can cool down after being hot under the collar all day.

Goldie Grimm
Hyena
Age Mid 20s

Her status is "Affably Evil". She's genuinely friendly, loves her Momma, and is fun to hang out with. Even in her own twisted, specist way, she's "affable" enough to the prey she belittles. But all in all, she became a predator supremacist with no regret. She joined, not out of dislike of Prey, but a patronization towards them. She's a great personality marred by prey bigotry. Like a desert flower growing from a cactus.
Of course, Goldie's brand of prey bigotry is in a league of its own. Instead of aggression, she actually like to make jokes about prey. The Nation of Predators are the only audience who appreciate her racist humor about Prey. If she told her jokes to Clawhauser, he'd be uncomfortable listening to such 'stereotypical' jokes. And Nick especially would be disgusted with them. But Goldie is genuinely, one-hundred-percent certain her jokes are funny, and she's a hundred-and-one percent certain prey are low-lives. Because she has a deep-rooted view that prey were put on the earth for humiliating, belittling, and generally being the butt of her jokes. She makes fun of bunnies for their surmised idiocy, their poor night vision, and for being terrible swimmers. Her favorite jokes are "dumb bunny" jokes. Goldie would even mock Gazelle, for wearing shoes, her blonde hair, and her 'funny' accent.
And you can bet, from her 'justifiable' viewpoint, any mammal who's ever been offended by her joke "needs to take a chill pill".
The only reason she "gets away" with being "sympathetic" to prey is because in Fahari's book, Goldie still upholds the motto "You are above prey". And nothing makes her above prey like putting them down with her bad jokes about them.
Goldie knows how to hack nearly any machine she can get her claws on, and even knows how to program her cellphone to dial automatically.
During her down time, she likes to engage in an old hyena past-time, giggling and gossiping and whispering about other mammals.
Goldie's favorite meals are lobster ravioli and frog legs. She prides herself on her gold tooth, which is how she got her nickname in the Nation of Predators. Goldie has a fraternal twin, Ophelia, who is a withdrawn "goody-two shoes" and "tattle-tale", but is sweet and polite.

Rickey

His status is "Classical Anti-Hero" and "Anti Villain".

His fellow predators can tell he must've come from someplace far away, but beyond that, nobody knows where he's from or who he is really. A couple weeks ago, he just wandered into the camp of the Nation of Predators one night, wearing strange exotic clothes, and speaking in a foreign language.
He could also speak perfect English, so at least he could explain himself for intruding on their camp. Normally, the Nation of Predators welcomed all predators into their pack like family, wolves especially. But this stranger was like no wolf they had ever seen in Zootopia before. When Fahari came forth, he welcomed the stranger as an honored guest. (Truth be told, he just wanted a chance to determine if the stranger would make a useful ally to his cause.) They held an impromptu feast for the stranger (who firmly insisted on eating salmon), and conversed with him. From what he told them, he was skilled in the bow and arrow. And he was studied in the ways of his people's fire deity, he knew how to wield a fire torch as a weapon of self-defense. In turn, Fahari shared with the stranger how Zootopia had "oppressed and enslaved" all its "predator brothers and sisters". Moved by these words, the stranger offered himself as an ally.
And so, the Nation of Predators welcomed this strange wolf into their clan, gave him a new set of clothes, and they called him "Rickey".
He has another name, but it was shortened to "Rickey" as a nickname.
At first glance, Rickey may look like an ordinary mangy, flea-bitten, scrawny, stray wolf. But under his unkempt appearance, he hides a heart of gold. He's polite, humble, helpful, friendly, generous, selfless, and honest. Although a bit aloof and lazy, Rickey is a real diamond-in-the-rough. He believes in being the bigger wolf, not the "badder" wolf.
Rickey's favorite food is fish, particularly salmon. But besides that, he also likes fish soup, cooked grouse, Sito, Munini-Imo and Munciro Sayo. He's great a wood-carving, but also wants to be a weaver. He's skilled with a bow-and-arrow like it's nobody's business (a talent that has earned Samuel Chill's respect and tutelage). His next favorite activity? I'll give you one word: AROOOOOOOOOOOOO!
And he has a reverent fascination with fire, practically worshipping its glow every time the Nation of Predators hold a bon-fire. (Some say he may be a pyromaniac, but he doesn't act like it.) Fahari gave Rickey a lighter as a personal token of their camaraderie (and to act like a weapon of self-defense). He whole-heartedly trusts Fahari and his group, but he's only loyal because he still doesn't see the Nation of Predators for what it really stands for. Like one or two members of the Nation of Predators, Rickey may have joined out of misguidance. Otherwise, he better hope he knows what he's gotten himself into.
