People seemed interested in the idea, so here it is. This will be updated as I add more characters to the maximum security series, of course.
Code Red - "All Is Lost" Tier:
Soul - Soul is one of the few actively malicious members of the group, being the type who will gladly put others in bad positions for her own gain. Mind you, she doesn't do this with just anyone. She does target those she feels are deserving of such a position, but the point still stands that she's one of the few who will actively seek out targets without prior motivation, which makes her dangerous already. However, this combined with her significant power make her a force to be reckoned with. Always try and stay on her good side.
Reaper True - Reaper True may not be as personally dangerous on the same level as Insomnia, but she is made much, much worse by her mimicry abilities. With these powers, she can mimic the most dangerous powers from her peers, and the abilities displayed by guards and weaponry. Essentially, no matter what the ability is, she can use it as well, making her totally unpredictable and unable to be contained by the powers of another. Combine this with her invulnerability, and Reaper True is a threat beyond comprehension.
Insomnia - Wow, who'd have thought an unstable, broken god would be dangerous? Insomnia is the deadly crossroads of high levels of power, a variety of abilities (plus those abilities being potentially dangerous), and her personality being one that might be susceptible to actually bringing harm to others. If provoked, she will not hold back in making sure people get their rightful punishment. She's also the only one to have a code designed specifically to go into action when one of her abilities is activated, the chaos breakdown, which can tear the entire world asunder if not dealt with properly. Needless to say, she's deserving of her place at the top of the tier list.
Noxxis - Unsurprisingly, an eldritch horror is surprisingly dangerous. Her infinite sight and basic lack of restraints make her exceedingly dangerous. There is simply no way of fighting back against her, and nothing keeping her from attacking given her perspective that those who wrong her are simply that, wrongdoers who deserve ire. Her shapeshifting and ability to consume anything in her path make her far too dangerous to be fought back against if she goes rogue.
Code Orange - S Tier:
Bow - It might surprise you to find her here since personality is a factor, but you'd also be surprised how willing she would be to hurt others. She was created to be an assassin, after all, so there's something in her mind that makes acts of harm or destruction seem less serious in her mind, combined with her own inability to be dealt any meaningful damage which might cause her to not hold back, not realizing just how dangerous she is. Not to mention, her unpredictable toonforce and ability to pull anything out to fight with make her a very tough opponent to deal with.
Loopy - Another one who has the means to do serious harm, but not the motivation in most instances. She can be motivated to hurt others depending on what they have done, such as the scientists who created and experimented on her and the others. Glucokinesis can be overlooked a lot, but it is especially dangerous when factoring in a person's blood sugar and the way that could be manipulated to do very serious damage to their body and their ability to fight back.
Code Amber - A Tier:
Enth - Enth could certainly be higher, but she's held back by a few things. Firstly, she lacks many abilities that are directly offensive, which means she would struggle to employ many of her powers in a fight. However, even if she could, she's also not the type who would want to go in too hard. As powerful as her abilities are, they're just not quite suited to a fight, especially when considering her more neutral standing.
Snooze - Power-wise, Snooze is potentially among the strongest of the facility with her immortality, invincibility and evolutionary potential. However, the issue is that overall, she simply does not have it in her to hurt anyone. She's too soft, emotionally and physically, to even consider bringing harm to someone else without very, very strong reason.
Code Green - B Tier:
Sparrow - Though very much suited to combat, Sparrow's abilities are not quite as immense as those higher on the tier list. Though her impressive speed and swordfighting skills are nothing to sneeze at, her only real combat-based powers are those which could neutralize opponents to make them easier to strike down, such as her songs. She's not necessarily bad, just not quite at the same standards as those higher on the tier list.
Charlotte - Similar to Sparrow, though Charlotte is an impressive hunter and her abilities could help her neutralize foes, her abilities just don't quite reach the same standards as those higher on the list. She is slightly lower than Sparrow, but not much, since she doesn't share Sparrow's flight or speed, but does make up for it in her stealthier and more strategic approach.
Noir - While her intelligence and hypersensitivity make her good at fighting back if she has to and very capable of sensing opponents long before they approach her, Noir is simply not much of a fighter. She is far more of a thinker, and her skills are far more mental than physical. While stealthy and agile, a lack of fighting spirit or actively combative powers keep her from being considered too powerful.
Aura Rora - Aura's power to possess other people by placing her mascot head onto theirs makes her potentially very dangerous, but it's her lack of interest in harming others that put her in B tier. She is simply not the type to actively attempt to harm someone unless they truly pose a threat to her or her friends.
Code Aqua - C Tier:
Mio - Mio is this low primarily for her personality. Above all else, she's a trickster, not a fighter. Her abilities are also not very combat-oriented, with her being best in combat when paired with others who can help to deal more lethal blows. On her own, however, Mio is best for disorienting opponents rather than striking them down, which puts her in C tier.
Chrona - Unlike Mio, Chrona does have abilities that would be worthwhile in combat. However, the steampunk style of technology makes many of them slower than they could be, and while they can be lethal if they hit, the chances of them hitting are lower than some of those on higher tiers. Her best bet in a bout is to go back in time and strike the foe down at a more vulnerable point in time, but Chrona's personality makes that unlikely, as she is not so cold-blooded as to attempt such a practice, which leaves her in C tier.
Code Blue - D Tier:
Spire - Adept at combat? Check. Willing to harm and kill? Check. So why is Spire this low? Simply put...her abilities are quite predictable. Assuming she can land her blows, she could deal some serious damage, but unfortunately people are likely to know what is coming sooner rather than later and can act accordingly to avoid or counter her attacks. Her elemental spires and roll techniques save her from E or F tier, since they do add enough variety to give her some decent mix-up strategies. Not terrible, but definitely falls short of the higher tiers.
