Danny and Sam both learned of this technique from Goku and Vegeta, in Sam's case Vegeta was reluctant to do so. Both of them both fully learn to use it for when they need it for bigger battles such as against either Frieza or Dario. While Danny has no problems with trying to use it, Sam is somewhat reluctant to do so because of it's ridiculous moves, but not quite as much as Vegeta is.
