Going off of golden1willow's point, it is kinda hard to tell whether it's a girl or a boy. A girl would have slimmer and less bushy eyebrows, and would also have a less protruding chin and more prominent cheek bones. A guy would have a more prominent jawline and broader shoulders. Of course these are stereotypes, so it doesn't apply to every character.
Another point that needs attention: facial expression. Based on the smiling mouth, the perked ears, and the raised eyebrows, the character appears to be happy. But if you look at the eyes alone (go ahead and cover everything else but the eyes with your hands) the character appears to be a bit scared, confused, and worried. I would suggest trying to draw every single part of the face to match one emotion (unless you're drawing an insane character or something). If a character is happy and smiling, the corners of the mouth should push the cheeks up into the eyes, and the eyebrows would raise, causing the eyelids to lift and make you go a bit "wide-eyed". You can see how a smile effects the eyes in my most recent drawing, but I really should've raised the eyebrows a bit ^^".
Shading wise; it's bootiful. OuO I have nothing else to say on that xD
Line art wise; it's also bootiful. You have an amazing lining style.
And another thing, those eyes are freaking amazing!

Well I think this is pretty fair except for the whole "I can't tell if it's a boy or a girl." Cuz there are other genders out there besides those two and heck, a lot of people don't even get MY gender right (but that's more of the fact that I haven't exactly told anyone yet, but whatever) Yeah, Red intended it to be a girl, but there's more than just boys and girls in the world: there's people who are in between, both, neither, or have no gender at all. I took it as a person who didn't really have any gender/more androgynous with their gender.

This character is supposed to have a bit more of a male build on the face area (she's this tiny skinny person who was generally gender-less until she choose to be female) Her eyebrows are supposed to be a bit bushy but i was a bit skeptical on the chin so i think your right.
On the eye thing, i'm actually very pleased with what you noticed.
She was locked in a prison where she was tortured mentally for 50 years. She has lots of metal damage that she can't hide, no matter how optimistic she is.

I just can't tell if it is a boy or a girl . They have beautiful markings, colors and eyes, but the eyebrows and chin are rather manly if you ask me.

she could be into that
she's a builder with a shit ton of psychic energy

She likes whittling
she whittles little animal figurines and infuses them with psychic energy so she can momentarily become that animal when she breaks them
polar bears are her favorite
polar bears, griffons, and snowy owls are the most common ones
she doesn't like clothes and when red accidentally rescues her from her prison she lives with red for a year and red is uncomfortable with her nudist mentality
as you can see i over think everyone's back story
