This is walfasized Hover Tank - a cancelled unit from the game Command & Conquer: Red Alert 3.During the War of the Three Powers Soviet army was really needed light tanks. One of Combat Engineers, A. A. Mirkov, developed very interesting model: the tank used anti-gravitation modules for moving, armoured with high-caliber double-barrelled machine gun and light-caliber cannon. To realize his project, A.A. Mirkov managed to steal some FTC-X3 Pacifier FAV's anti-gravitation modules from one of the most secret Allied base - Fort Baxter. Then he used legendary russian savvy to attach those models to vehicle. When Hover Tank was shown to general secretary of USSR, his creator got the Gold Star medal, and warriors of USSR, inspired by heroism of A.A. Mirkov, realized that Pacifier Field Artillery Vehicles aren't supreme weapon anymore.
The Hover Tank is amphibious light vehicle which as fast as Multigunner IFV, Armoured with double-barrelled anti-aircraft machine gun taken from BTR Goliath and shortened anti-personal Hammer Tank's cannon, Hover Tank is strong enemy. However, as any light tank, it has weak armor.
Hover Tank also can use Smoke Screen Generator what make it useful for "hit 'n' run" tactics.
Archive includes Hover Tank chassis, cannon turret, machine gun barrels and machine gun turret.

P.S. The description of this vehicle is fiction. On cnc.wikia.com page of this vehicle have extremely little info (only 1 sentence that this vehicle is cancelled).

Maybe via creating a mod?
After all, Soviet Mammoth with tank turret and allied Chrono Tank were created.
Plus original game has hovering units (Imperial Sudden transport, Allied Pacifier)...

Just look at vehicles of different fractions in general. Allied vehicles looks like military vehicles nowadays (Guardian Tank is a cross between Abrams tank and Leopard tank, Athena Cannon is based on Swedish BV-206 etc.), Empire vehicles are quiet futuristic (Mecha, blasters, psionic technologies etc.), and the Soviet transport is kinda traditional (Twinblade is rebuilt Mi-24, MiG Fighter is partially looks like MiG-17, Soviet MCV looks like oldtimer truck with tracks etc.). So, IMHO, this tank looked too futuristic for developers (they think that Russia can create smth good-looking and good-selling except gas, oil and weapons). So, they made an alternative - try to equip Hammer Tank with Flak Cannon, and you'll have smth similar.
