In this world, he is just one of many, many people who were unfortunate enough to be born as a tiny rather than a normal human.
And in this world, tinies have as much rights as insects.

But he is clothed and seems pretty much as an sentient being...
Sentient beings automatically gain ALOT of rights.

Well, even tiny sentient people can still clothe themselves.
...Though of course, the real reason is that I'm at the mercy of whatever material I'm able to find and use. lol
And remember, for a long time, certain groups of humans treated other groups of humans as subhuman and granted them little if no rights, and this still happens in some parts of the world today. And these are with normal-sized humans; imagine how people would treat humans small enough to fit in the palm of your hand.

In this case, that just makes the discrimination and total disregard for life even worse, because they physically cannot do anything about it.

Just like bugs on a busy sidewalk, though these tiny people are bigger than bugs, so they're more noticeable.

But still, like I said, sometimes they get noticed, sometimes they don't.
Then, if they are noticed, the question becomes: What will the bigger party do with them? Try to avoid them? Keep up their pace no matter what? Consciously make sure to step on them?
