Some months ago, Francisco “Cisco” Ramon, a member of The Flash’s and Kid Flash’s support team at STAR Labs in Los Angeles, CA, had helped the two speedster heroes prevent a villain named Doctor Alchemy from selling a super-speed serum, made with their genetic material, to a criminal mastermind. When Cisco tackled the crime boss in an attempt to prevent him from drinking the serum, a bit of the serum splashed on Cisco’s skin. Cisco then tried to chase Dr. Alchemy, but tripped and fell, which caused a vibrational shockwave that collapsed a ceiling and trapped Dr. Alchemy under it. He and the Flash team realized that Cisco’s exposure to a tiny portion of the speed serum mutated him to possess super-vibrational powers. Cisco decided that he also wants to be a hero. He soon enough came up with a costume, one designed to keep his powers from going “too big”, and he came up with a codename: “Vibe.” As Cisco continued practicing his powers at The Flash’s STAR Labs facility, he discovered there was a problem and confided in Barry Allen, the Flash’s real identity, in it: that he has trouble controlling his vibration powers when he takes physical impact. He and Barry then designed and created an under-armor that can go under his civilian clothes that keep his powers in check; they then incorporated that into the Vibe costume. One night, a silent alarm in a bank was discreetly disabled as two known costumed criminals, Citizen Cold and Weather Wizard, broke in and began pilfering the priceless goods within. The security cameras were also disabled by them beforehand, so the perpetrators not identified as two known paroled super-criminals. Vibe and Flash met with Captain Darryl Frye of the LAPD to help with the investigation the next day, as the news broke. The two heroes agreed to help the cops stake out any possible banks, jewelry stores, mints, or other areas of precious commodity that could be targeted. One night, Vibe’s stakeout at a jewelry store struck pay-dirt as he saw two cloaked figures break in. Vibe busted in to bust the robbery, only to find two local thugs in the cloaks (instead of the costumed villains we know are responsible). The thugs were a distraction, allowing Citizen Cold and Weather Wizard to attack from behind. The impact was refracted by Vibe’s costume, so it didn’t trigger his powers for him, luckily. He radioed Flash, but the villains saw this ahead of time. Weather Wizard’s meteorokinesis technology created a fog that enveloped a 4-mile radius around the store. It carries Citizen Cold’s liquid-nitrogen inside, which ended up irreversibly fogging Flash’s faceplate so he can’t see where he’s going while running; he could take his helmet off, but the cryogenic mist would harm his unprotected skin and face. This leaves Vibe to fight Citizen Cold and Weather Wizard. At the end of this fight, Vibe is coated in ice, and it began seeping into his damaged costume. This begins triggering Cisco’s powers uncontrollably, and the police, the citizens, and the two villains have to start running from earthquake-like shockwaves emanating from Cisco. Flash blows away the cryogenic mist with a superspeed-tornado and gets to Cisco. Absorbing the shockwaves with his costume, Barry carried Cisco to the desert, so far out that none of the shockwaves can reach innocent people or important structures. Eventually, Cisco’s powers righted themselves and he stopped “super-shivering”, as he put it. Tearfully, Cisco laments the trouble he caused and decides hes not up to being a hero. Barry comforts him and accepts his decision.
