I believe it's a reference to All Hail Megatron. A human shoots Rumble in the face and Soundwave is so upset/enraged at the thought of Rumble being damaged he loses control of his abilities to block communication frequencies.
I like the thought that Soundwave cares that much for Rumble. And there does seem to be a semi-parental bond between the tape decks (Soundwave and Blaster) and the Casseticons (Frenzy, Rumble, Laserbeak, Ratbat, Sundor, Ravage, Flipsides, Rosanna et al)

I thought the of the same thing when I read this scene. I even saved the picture of Soundwave's distress and put it as my background with a big "NOOOOOO" written over it. I realized after a while that ALL OF THE GLASS IN THE SURROUNDING WINDOWS SHATTERED WHEN SOUNDWAVE WAS MOURNING RUMBLE.
