Rory isn't your "Typical Super-Hero" who is generally super-strong because making that character super-strong all the time can lead them eventually boring, so making Rory vulnerable would make his character interesting and relatable when you think about it. Some of us humans maybe strong but not as "super-strong" as Superman and Son Goku.

Rory has been taking shit in his childhood for fighting many powerful enemies, especially where he suffered ridicule at the hands of his superiors. Throughout the years he keeps growing stronger, but regardless of his improve strength, he still vulnerable but not completely, he fought some foes he can beat and some foes where he loses in a fight.
