How about when you manage to kill a Charged Creeper it drops 1-3 Thunder Dust as well as lightning having a chance of creating it? Also, has a use for this been thought up?

why you dont make a lightning crature that drops it too(some sort of a cube that glows and when got hitted a lightning falls rigt on the block he was)
