The 'villagers' of Atlantis are these, the Merpeople.

Merpeople
Mob Type: Passive
Health Points: 20
Attack Damage: ---
Spawn: Atlantis Village
Drops: 1-4 Ink Sac, 0-2 Fish
Experience: 0-2
Merpeople are basically passive creatures that live in Atlantis. Their buildings are made of coral blocks and wooden planks and they have farms of seaweed. Once you defeat the boss of Atlantis you'll be able to explore Atlantis and you'll eventually find a tunnel made of coral and glowstone with a wooden door at the end of it. Once you go through the door you'll find the Atlantis Village.

i like the merperson idea. it makes me feel better when theres more sapient mobs like the testificates in the game, plus oceans are only squids and emptiness

There is going to be the CITY of atlantis in the middle of the Atlantis dimension, but there are also going to be a few small villages there too
