She does have a body. The only animatronic without a body is Golden Freddy, he is just a floating head most of the time, while Mangle is never a floating head. 
However, if you meant she doesn't have an obvious body structure, I can agree with that. I know she has at least four arms. However, as Mangle here is drawn as a real fox, she has a body. The pictures on the top right, top left and bottom left are Mangle (she's covered in plasters) and the rest are Toy Foxy, her pre-mangled form.
