Yes it's true, Contra was inspired by popular action movies at the time. Still, Konami was right on the money, a crossover between Arnold, Stallone, and Alien equals the best run and gun game of all time. Shame there was no movie, it would have been awesome

You're closer than you think. They actually used those three movies as an inspiration for the game and characters. It's an old trick of the 80s to use real actors as reference for game covers.
