Paint tool sai! If you're curious, here's the tutorial I worked from:


The difference is that creator of this tutorial used specialized brushes that I don't have, so hers looks way more like watercolor than mine.

Hm I see, do you use photoshop? I'm sure messing around with some brush settings might help you out
