The latest version of Ren'Py is 7.2.1 "What's on the menu.", released on March 16, 2019.
What is Ren'Py?
Ren'Py is a visual novel engine – used by thousands of creators from around the world – that helps you use words, images, and sounds to tell interactive stories that run on computers and mobile devices. These can be both visual novels and life simulation games. The easy to learn script language allows anyone to efficiently write large visual novels, while its Python scripting is enough for complex simulation games.

Ren'py itself as a program - at least for when creating games - doesn't run on the Chrome Operating system. You would need to create the games on either windows, mac, or Linux operating computer, and then export the finished game for that particular system, for it to run on it.
Just to note: This usually requires that you export the game for the Android, which requires an additional download of the support for RAPT on the downloads offered. Once exported, you can submit your game to google play, which would then be able to be run on things like android phones, tablets, and chromebook, once downloaded for those devices.
