i think it's a photoshop brush fractal
some experienced people just made last month variations to recreate a bicycle and piano stuff. there are fractal brushes you know?

You have the idea, but you're going in the wrong direction.
The person here seems to be using a Photoshop filter called Fractalius. You basically open a picture in Photoshop, open the Fractalius filter, and after messing around with some variations and such, it takes the picture and "fractalizes" it.
It's not a fractal by any stretch of the imagination, but more of a photomanipulation. Looks cool, though.
