Well, Adrea is Daz's Victoria 4, customized by me. but to create models and characters from scratch, there a a lot of programs to use from carrara/lightwave/maya etc. Depends on the time you have to devote to learning a program, practice, and $$. I wish I had more time to devote to all of this.
