Well, first I have to say that you captured the character really well. His pose is as silly and his expression as clueless as I remembered. You got the colors right too and small details like his tiny wings and red boots are there too. e.deviantart.net/emoticons/t/t… " width="15" height="15" alt="
I like the shading here. It gives some sense of depth to good old Rex. And background achieves the feeling of classic two dimensional platformers of those days really well. You got those rock formations right too. e.deviantart.net/emoticons/c/c… " width="20" height="20" alt="

It's a shame that this enemy never really came back after Super Mario World, because he's so cute. A dinosaur/dragon is too cool to be left unused! This is wonderful, the lighting and shading is great, and I really like that the background and ground look just like they do from the game.
