FIRST I TRIED TO USE THE ORIGINAL ICON AS A BASE!
THAT DIDN'T WORK OUT WELL! SO I DECIDED TO JUST REDO THE WHOLE THING IN MY OWN STYLE!
I SAVE THE GIF AS A PSD AND OPENED IT UP ON SAI IT WAS THE SAME SIZE AS THE ICON SO I DIDN'T HAVE TO WORRY ABOUT THE FILE BEING TOO LARGE BUT! IT! DIDN'T SHOW ALL THE FRAMS...LIKE THEY WERE ALL BLANK! SO I HAD TO OPEN IT BACK UP ON PHOTOSHOP AND LOOK AT THE DIFFERENCE OF EACH FRAM THEN DRAW IT ON SAI. ONCE I WAS DONE WITH THAT I SAVE THE SAI FILE AS A PSD SO I CAN OPEN IT ON PHOTOSHOP AND SEE WHAT IT LOOKS LIKE AS A GIF. I ENDED UP DELETING MOST OF THE FRAMES (there were 9 originally but I only used 5) 56 EDITS LATER! I FINALLY COLORED IT! AND MADE IT AS A GIF! PUT IT ON MY PHONE! UPLOADED IT! AND SET IT AS MY ICON!!!!!!!!

I heard you can use MS paint. Try Gimp though that should be a bit easier.
