Here is a BASIC, VERY SIMPLE steps on how I created the Circle pattern for this -->final pic:
I made it in Photoshop. Sorry the explanation is pretty basic.
Ummm... I hope it makes sense even a little bit.

I'm having an issue, when I do this, I'm only getting about 3/4 of a circle? Do you know what the problem could be?

YES! Awesome! Photoshop Elements has the option too! XD (I can't afford regular photoshop 
thanks so much for sharing this ^^ I only have one issue when I tried it, I was having trouble getting the ends of the design to meet up when I put the effect on it to make it a circle, like it would be a "C" rather than a full circle
I'll figure it out eventually I guess.
