Not really since Gardevoir are not a female only species.
All Kirlia can become Gardevoir, but only male can be Gallade. Basically a reverse of Froslass.
But maybe this Kirlia wants to decide herself what it wants to be.

Haven't really seen many stories of a male Kirila who was looking forward to becoming a Gardevoir, usually get the opposite. You know, something more like "so you were just too cheap to get the stone huh? I could have had swords for elbows but no, now I have a dress and that Machoke keeps giving me creepy side-eye..."
