It's really hard to find a good skirt, I'm sorry. Maybe one day I'll update it. But this might help you with the eye problem
.You may have forgotten to extract a file
.You can rename the textures and retype them in pmd editor
.your computer may not support bmp or some other kind of files (if so, change them to png or whatever your computer works with in paint and then retype them in pmd editor)
.You need to update MMD (v739 at least)
