Attract is a move that can only be taught to Pokémon that have genders, when used on a Pokémon of an opposite gender, it makes them completely helpless.basically this is the closest Serperior will have to be able to hypnotize his victims, there is Glare but that just keeps them still, Attract feels more hypnotic to me

Kinda makes me wonder how exactly a Pokemon would learn a move via TM. Do they watch some video on a special TM screen or something? Do they hit themselves with the TM and magically learn the move? Or what?

You're partially right about Attract. It just reduces the enemies chance to attack. Sort of like being Paralyzed.

yeah but in my case it'll hypnotise, that's how it looked in the anime anyway

Well...technically the idea of Attract is to make the opposite sex Pokemon "fall in love" rather than hypnotize, but the effect is the same as if being paralyzed.
