my cat does that when he doesn't want to be touched or he doesn't want to be patted anymore. It really hurts sometimes.

Most kittens when they're teething tend to bite on anything. I had a kitten that did the same thing, he still does actually xD

It's often because we teach them biting is OK; so teething kittens become biting adults. OTOH: Last year, I fostered a brother/sister combo: he would bite her (on her face!) and she'd turn right around and bite him back.

I used to have a cat that did that, but usually he did it on my palm, and had my wrist in a vice grip lock with his front paws, and he'd be on his back at the time.
