OK, download the zip file from my iOS scrollbars deviation for Safari.
I have added the chrome file to the download.
Unzip the file and double click the crx file. Be sure to uninstall or disable this version before installing that one.

Download and extract the zip file.
Drag the crx file into the extensions page of google chrome.
You can then visit the options page of this extension to change the color of the scrollbar.
