What u have in this picture is not even close the Romanian police, as u think. On shields is "policja"- that's far from romanian. Maybe Poland.

This is actually an amazing picture. The angle and contrast is sharp.
But what did those two civilians do? Were they unarmed and mercilessly killed? It's a different story if they actually assaulted an officer(s).
