Meet Billy. Billy is a half-fairy. And that little fairy in front of him...that's his mom.

Obviously he is as surprised by this as you are.

The Story:
There once was a lady fairy who fell in love with a human. Using her fairy magic, she grew to human size and married the man. They had a sweet little blonde son whom they named Billy, and they loved him very much.
But one day, when Billy was two, evil forces attacked their family. Billy's father was killed protecting them, allowing his wife and son to escape.
(Note: Obviously I haven't worked out all of the details to this story, but that's besides the point. ^^)
Knowing that she could not hide forever from the attackers, the fairy woman decided to return to the secret home of her people. But unfortunately, she could not bring Billy with her: for, althought he was born with the fairy wings of his heritage, he was growing at the same rate as a human, and being so young, could not use magic to shrink himself. However, the fairy knew that this would also mean that the attackers could not detect him and his fairy nature for many years. Distressed, but knowing that it was the only option, she left the boy with friends who could be trusted to keep his wings a secret, and left.
Now, ten years later, Billy is twelve, very intelligent, and starting to show an aptitude for magic. And his mom has decided it's finally time for him to meet his mother face-to-face...

Let's just say that he wasn't expecting his mother to be the size of his hand.
