Not a wireframe. It's an all Bryce rendered thing.
If I remember right, I had AntiAlias off for the effect.
The texture is just something that came out of the DTEditor.

Seems like I am looking at a wireframe. I say that because it just looks to sharp and jaded. It doesnt look like a rendered image.
