There's just no reason for it. Celestia didn't want to seal Luna away, she was forced to and she was losing touch with the elements, not to mention if Celestia were to be able to handle ALL the problems then there would be no reason for anyone to do anything just because someone has the power to handle the situation doesn't mean you shouldn't always rely on them
