That's a really old screenie - it doesn't look like that anymore hehe.
But yeah - It's WinXP with ObjectDock. A very early incarnation of ObjectDock - it's a lot better now.

looks nice.. very "appley" but i like it. when i get some $$ i think i'm going to buy myself a mac but thats not going to happen for a while. i went to the apple store at the mall and i was playing with OSX... it is sooo nice and my computer is so big and loud it would be so nice to get a nice little quiet mac with a flat screen
