I see you're using that scene from OVA 7 with the tail to slightly expan Schro's power. Be careful, don't overdo it.

I don't really expan his powers, I just try to figure them out and give them an explanation

My point is if you want to figure his powers out, don't rely too much on OVA-only scenes. They tend to create inconsistencies and make things more complicated than they should be. 
The best example would be that scene from OVA 4 where Schro appears in both the airship and the aircraft carrier. Some people took it too seriously and started using it as proof that he exists everywhere, but in reality, it was just a mistake in the animation (it was later fixed and Schro was removed from the airship).

Omg, they really did removed that part. Hmmm... too bad, I actually like that.
You see, some consider the Schrödinger paradox as being in 2 different state at the same time, and that state could apply to location. So whenever someone appears to be at 2 places at the same time, some call it a "Schödinger's cat moment". So I liked the idea that Schrö could be do that, I thought it was a nice reference to the original paradox.

Hmmmmm I'm not a physicist, but I believe the "being in more than one place at the same time" refers to the superposition of electrons and maybe other sub-atomic particles. This is what the "Schroedinger's cat" paradox was developed from. However, the actual "Schoedinger's cat" experiment doesn't cover location, it only covers the state of the cat's life. The problem with Schro is that he isn't a literal example of the paradox, he is only loosely based on it.
And then of course, we have the contradicting statements and feats in the manga. One moment he claims how he's "everywhere and nowhere", another time he states how he "went somewhere and came back" and we never ever see him in more than one place at the same time. He can teleport anywhere he wants but he's still in only one place at that moment. Very inconsistent.
