Well, in the manga is not official, Hirano joked about it that Heinkel is "Androgynous". Because of Heinkel's prototype many belive the it's female and Hirano is just messing with fans as he usually does. But, whatever the truth is I have to tell you Heinkel is most definitely not a "he"
