Yes it is

It usually comes in small tubes (I haven't seen it in any other form as of yet, so I'm going to go with saying that I think it's in tubes Heehee X)! ) and you can use it thickley, or water it down and it can be used as thinly as you like, but it doesn't fade or dry out too soon like watercolours. It's like a more.... tame acrylic if you will, and again won't dry so quickly on your paper or whatever you're painting on I kind of see it as the borderline between the two! It's very good It doesn't have to be expensive either. Posh makes will sell most things very expensively in individual tubes, but if there are any kind of good (but not the best of the best) brands that sell them in a starter pack, that might be best for starting out with! Big art store places often sell things like that We have a great store called 'The Works' in England that is good for certain art things I wouldn't buy everything from there, but for a bulk of paint and for trying out something new to see if I like it, it's great ^^! Although, -really- cheap stuff can put you off if it's too crappy of course X)
Anyway! I am rambling now
But yesh! It's totally worth trying out anywho It mixes well and such like ^^!!
