What makes this piece gratifying is how much sense it makes. The idea of Data running of older steam technology is a great one. Also, I must give credit to the artist for subtly capturing the essence of Brent Spiner's face. With that said, there are a few things that stick out a little odd.
Perhaps it's the simplicity of the piece, but I can't look at Data's head and not see a lion. This wouldn't be a problem if Data's character was in essence a lion, as opposed to a child trying to understand the world it's a part of. I think it's the combination of the hair and cheek grills, along with the gold "skin" and under nose. It's all very cat like, which could be interesting from a design perspective, but would not embody who the character, (at least as far as I can tell)
I think what would also make this picture even more gratifying is detail, especially in the mechanics of his face. What makes his jaw move? What moves his eyebrows? The face is very organic, but it seems that a steampunk version of Data would look more mechanical in nature. That's not to say that any resemblance to the original Data should be done away with. Keep him looking like Data, but make sure that he's not organic. Except for the eyes. If anything, the eyes need to able to connect to other humans. They need to have the ability to stare into someones soul whilst having a pondering look about them. That was key in Data, I think.
But yeah, it's looking great, I can't wait to see what else you do with this concept. Be sure to submit to 24thcenturysteam.deviantart.com/ . I'm trying to compile as many Steampunk Star Trek work as possible. I'm looking forward to adding more of your work!

BTW: I just looked up Steam Powered Giraffe, and seeing as you're drawing that as your inspiration, you do have it pretty spot on.
