It's a nickname I've heard (Though I kinda like it!) I keep seeing this warning label whenever I find an Insanity-Creep.

(Warning: prone to splurges of spazzyness, uttering random phrases, and the occasional bout of gutter-mouth syndrome, Approach with Caution!)

It also could mean your funny, weird, freaky, or deadly. (I fit along the lines of funny|freaky)
