Count Moneybone was fairly competent vassal of kaos, if I remember he liked undead elements.
Heck, maybe he'll even put in a good word for Papyrus to join kaos troops.

Isn't Papyrus already trying to join the royal guard? Besides Count Moneybone is evil. If there's one thing that Papyrus and his brother Sans have in common it's that they don't like evil. Anyway who do you think would win in a fight?

Gonna go with Count Moneybone cause his the riches of the rich and brilliant of brilliant inventors.
He was cunning enough to capture Lord Eon in Superchargers and was the final boss in the 3ds Skylanders Swap Force game. If anything I think he won by default, cause he can fight, his got all kinds of cool gizmos and power armor.
Never played Undertale, but the vocal fanbase gives the impression that Papyrus is an annoying, worthless loser that's never accomplish anything and tends to fail lot. Like being rejected and ignored by the royal guard.
His armor isn't even real armor, just poorly made. Only perk he has is his older brother, while teasing, is rooting for him and helping him behind the scenes.

Don't trust the fanboys. Sure Papyrus may seem like that in some situations but he's actually more capable than he looks. Undyne has stated that Papyrus is actually one tough dude! Also just like Sans, Papyrus has an arsenal of bone based attacks that are quite effective. So believe it or not he CAN fight! Wanna see his boss fight? This puts things on Papyrus under a completely new light. He's not completely naive or ingenuous as he seems, he was actually well aware that his life was in danger by trying to help you be a better person and that you might kill him, but he found risking his life to try to make you a better person more important than his well being. That is freaking admirable! And even if you do kill him he'll still see the good in you. BTW if you choose the genocide path that means you have to kill everyone in case you're wondering.
Now as for Count Moneybone he may have an undead army but what if this was a 1 on 1 fight? Sure he may have that big that fancy suit of robotic armor from the 3DS game but even with it he's not invincible. He can be taken down with enough force. If you've watched Papyrus' pacifist boss fight I showed you earlier then I'm sure you've seen that Papyrus is not as predictable as he seems. While some of his attacks are easy to dodge some of his other attacks can be quite unpredictable. For instance were you expecting him to turn your heart blue and completely change the rules of the fight? I don't think so. Instead of being able to move around freely he made it so that you could only fight on the bottom of the screen and you can only dodge by jumping which isn't as easy. Oh and that normal attack of his wasn't very normal now was it? Hell that so called normal attack would've crushed you if you didn't dodge it perfectly. If Papyrus lasts long enough in battle his attacks could eventually drain Moneybone's health bar and destroy his suit. Oh and BTW Count Moneybone by himself is a wimp. After you destroy his suit he has nothing to fight with but his bone hands. When he's standing there completely vulnerable it only takes one hit to knock him out and defeat him. Papyrus by himself is easily physically stronger and can knock him out easily. Although because he's a nice guy he might not want to. So Papyrus' lack of killer instinct might be a problem for him. Of course Moneybone only gets knocked out. I don't think he actually dies after you beat him. So maybe this all depends on what kind of fight this would be. Is it a fight to the death or a fight until somebody gets KO'd? So I think this might actually be a pretty even match up. If you don't then that's fine.
