I'm gonna have to say, this wouldn't work. That movie has no dialogue, and that's what Tiny Toons thrived on.

That's the touchy bit; given the subject matter, Tommy's not really something that'd be that easy to parody. It's an album/movie that deals with some pretty heavy themes, and reducing it to slapstick comedy would cause a horde of classic rock fans like myself to cry "FOUL!"
