The paint on the aircraft could be done to create a dirty look as part of the camouflage.

My late Father worked at a company was a guy that actually
one of the experts that examined a MIG-29 of a pilot that
defected to Japan in one.
He said, the plane was not what they were expecting of a Soviet Fighter
to be so fast.
Things that were noted:
(1) Body covering was made out of high quality aircraft steel making
the plane heavier and it would use more fuel. ~USA, UK, Japanese built fighter planes
would have been made entirely out of titanium.
(2) No backup avionic electronic systems.
(3) Aircraft electronic systems was of Korean war era technology.
(4) MIG-29 gun radar was something already obsolete decades earlier by NATO.
(5) They learned examining the speed indicator it did fly as fast as it believed
it could. Soviet pilot that defected said it could fly faster if the pilot put his after
burners in place. HOWEVER, this was highly discouraged because doing so the
fighter would have to have the jet engines completely overhauled or replaced.
--My Dad's co-worker said there was an aircraft military expert from Taiwan that
commented to him, "I'm surprised this thing could even get off the ground."

This was a MiG-25, not 29!
After this defection the Russians introduced a new radar for the MiG-25.
