Being Bob, he probably forgot. He's kind of scatterbrained. I had to restart my game 77 times to get him as a starting villager, but it was worth it.

Sometimes people have a villager that is going to move and will let people know online in case they want to visit their town on their moving day and convince the villager to come back with them. I haven't done it myself, but I've seen things about that.
