It is. In fact, it's a very strong Pokémon. However, it has a better Special Attack and Special Defense, so I'd teach it moves to increase physical Defense and Special Attacks like Surf.

It was a little bit of both, which means that it was great
5 IVs are actually pretty good. Honestly, the only people who need perfect 6 IV Pokémon are competitive players.

well I wanted to be competetive, but I have like 3 boxes full of attempts to make a 6 iv pokemon from two pokemon who have 5 ivs.....
and I am using the desteny knot and I know about the Iv items that make a IV Certain to be passed on.

I think it's important for a Pokémon to have a perfect IV for its best stat, an IV for its weakest stat, an IV for speed and an item to cover for a bad stat. Honestly, I think a Pokémon should either have good Speed (best for Pokémon that have a lot of weaknesses, but have a high Atk/Sp. Atk) or a great Defense (Pokémon with few weaknesses and again, a high Atk/Sp. Atk).
As for Attack vs Special Attack, it depends on the Pokémon's base stat and if the type itself is Physical or Special.
Eg: Fire is mostly Special and most Fire types have a better Special than Physical. As such, a Charizard with perfect EV/IV in Speed and Special Attack would be a pretty good Pokémon, even if it doesn't have perfect IV's across the board.
Oh, and it also depends on the Mega. If your Charizard holds a Charizardite X, its Physical is off the charts, so you can either ignore it or breed it for perfect Attack.
