So did I!Β I've even thought about a cosplay from it recently.Β It is probably most recognized as a group.
I've also looked into writing a book with a Puck type character (based more like from Shakespeare), but in my mind it's always that Gargoyles Puck I see haha.
I'm still working on introducing it to my little brother as it was long before his time haha.

I don't think so. She has a darker skin (like Spanish or mediterrain people) but I don't think she is black.
I found this at wikipedia:
Elisa had originally been designed as a Hispanic woman with the surname of Chavez. When Salli Richardson was cast as Elisa's voice actor,[6] the character's race and ethnicity was adapted to match hers. Elisa became half-African American and half-Native American,[7] which suited the show's allegory of human intolerance for gargoyles representing racial prejudice. Her last name was changed to Maza, which the creators believed to be a Sioux word for "iron", and which suited the character's strong will. The name Chavez was later used for Elisa's police captain.

I don't know her creator in person. The only source I know is wikipedia and what they wrote there about her character design (I send you the quotes). so she is black for you, for me she is not. I don't know your problem. I think when someone black wants to cosplay a white character it is ok. and it is ok, if a white wants to cosplay a black character.

The best disney catroon. I lie the avatar (Legend of Aang and Legend of Korra), too. they are funny and have a great story and nice created characters.
