Tough call you got there.
My suggestion would be a Villainess better than a villain. The sort of evil Vixen like Poison in Final Fight, Scarlet in FF vii , or Shego in Kim Possible. Like all superheroes, Becky needs a rival that everyone can love to hate.
However, a Bratty/jealous/ rival, who is slightly inferior to the Heroine is also good too for comedic effect (in my opinion). That's why I sort of want to see the Ninja girl again , she was so well done in this comic.. Her character has got potential to be a Night Cat's Nemesis. Even if she's a goofy one.

I'm not familiar with all your suggestions but I get what you mean. It's a good idea really, but it does not couple well with the 12-page-per-year format. A more "serious" rivalry and nemesis I feel it needs to be built up more and more with each installment and to constantly use panels for the same antagonist in each installment. Meanwhile newer "lighter" villains are good for 12-page-per-year issues. They keep things fresh and it's easier to wrap things up (after also wrapping the heroine) within 12 pages. Added value: it builds up a more varied and colourful rogue gallery (which could unite some day to take down the heroine in a big epic confrontation, a la sinister six)

They're still DiD fetish comics. If the heroine doesn't get wrapped up in some way... It's kind of missing the point
The sinister six was really more a joke than anything planned (the "bondage avengers" instead is the real plan)
