That is exactly how my Morrigan looks like in game. It's a Moriigan Mod done by setiweb over at The Nexus Dragon Age site...He gave me this on last Christmas morning...
The image you are seeing was edited in Photoshop. I added some Shadows, Highlights, Soft Effect...hope that helps.

It's a straight up screen capture. It's when my Warden was having conversation with Morrigan and Flemeth in the wilds before heading to Lothering...
But of course the blue wolf background is a wallpaper image I got from one of those free wallpaper site...
