And about PaintToolSAI - everything depends on what kind of effect you want to achieve. Generally if you upload some additional brushes and textures to it, SAI gives a lot of abilities to add different effects to the painting, which is great (at least for me
But as far as I'm concerned, Photoshop is the best for paintings and drawing effects. It gives you all the abilities I mentioned above and even more, but I know that not all of people use it... And I am one of them
